The proposed location consists of a site of approximately 130 square kilometers located in the MENA Region. 
RW Armstrong is planning the Naval Base project consisting of the following zones: 
• Ship Repair, Industrial and Fuel Farm Facility (Zone 1). 
• Residential and Support (Zone 2). 
• Weapons and Ammunition (Zone 3). 
• Special Forces (Zone 4). 
• Aviation Wing (Zone 5) 
• Communications and Training (Zone 6) 

The scope of work includes services required to design and construct a complete naval base, taking into consideration any transferrable equipment or facilities from other locations. 
In addition, considerations shall be made for future expansions in the plot for the aforementioned zones.
